How Many Clubs Are You Allowed in a Golf Bag?

Under the Rules of Golf you may carry a maximum of 14 clubs in your bag. You can carry fewer, and beginners often should, but you must never start a round with more than 14, or you face a penalty.
What is the 14-club rule?
Rule 4.1b of the Rules of Golf limits you to 14 clubs for a round. The mix is entirely up to you: driver, woods, hybrids, irons, wedges and putter in any combination. You cannot add a club part-way round to gain an advantage, though you may replace one that is damaged in normal play.
What happens if you carry too many?
In stroke play the penalty is two strokes for each hole where the breach happened, capped at four strokes. In match play you lose one hole per hole affected, up to a maximum of two. The moment you notice, take the extra club out of play. It is a surprisingly common slip when you borrow a club or leave an old one in the bag.
What makes up a typical 14-club set?

That is a full set. Plenty of golfers happily play with fewer.
Do beginners need all 14?
No. A half set, something like a driver, a hybrid, a few irons, a wedge and a putter, is easier to carry and easier to learn with. A package set gives you a sensible, matched selection without overspending, and you can fill the gaps later.
